The BC PNP Northeast Pilot Project was launched by the British Columbia Provincial Nominee Program (BC PNP) in April 2012 to meet the high demand for workers in the British Columbia Northeast Development Region. Acceptance of applications under the BC PNP Northeast Pilot Project have been extended until March, 31, 2015.
BC PNP Northeast Pilot Project Eligibility
You may be eligible for the BC PNP Northeast Pilot Project program if you are currently working in the Northeast Development Region as a temporary foreign worker in any occupation listed as Skill Level C or D in the Canadian National Occupational Classification (NOC)matrix. These occupations usually require completion of secondary school, occupation-specific training or on-the-job training. The occupations include (but are not limited to) mine service workers, heavy equipment operators, machine operators and retail sales clerks.
If you have a work permit under the federal Live-In Caregiver program, you are not eligible for the BC PNP Northeast Pilot Project program as the federal program already provides participants with a pathway to permanent residence.
All other requirements of the Entry-Level and Semi-Skilled worker category remain the same, including:

nine months of full-time employment with the supporting employer before the date of application,
-
minimum education,
-
English language proficiency, and
-
a family income that meets or exceeds the BC PNP‘s income threshold or the Low-Income Cut-Off (LICO) levels set by the Government of Canada.

Service Notice: BCPNP Online Payment System
We are currently experiencing technical issues with the BC PNP registration and application system. Specifically, users who don’t successfully complete payment on the first attempt are currently unable to submit Skills Immigration and Express Entry BC applications and Entrepreneur Immigration applications.
The cause of this error has been identified within the payment system and a solution is being implemented.
We will take this into account when determining the timeliness of BC PNP applications so that impacted individuals are not penalized.

BC PNP launches the Tech Pilot
The B.C. technology sector is a major driver of economic growth in the province with tech employment at its highest level ever recorded. The demand for talent in B.C.’s tech sector is increasing faster than the supply.
The priorities for the Ministry of Jobs, Trade and Technology includes establishing B.C. as a preferred location for new and emerging technologies, increasing the growth of domestic B.C. tech companies and removing barriers to attracting skilled workers.
In support of these ministry priorities, we are introducing a pilot under the BC Provincial Nominee Program to ensure the technology sector can attract and retain the talent it needs to grow the sector further.
The BC PNP Tech Pilot will feature:

Dedicated concierge service - tech employers have access to relevant immigration information.

Weekly invitations for tech registrants to apply - tech employers have timely access to qualified individuals in the 32 key tech occupations.

BC PNP Welcomes new Executive Director
The Immigration Programs Branch, which is responsible for the BC PNP, welcomed Deb Zehr as the new Executive Director, on July 17, 2017.
Deb rejoins the provincial government coming from the University of British Columbia where she was the Director of Community Engagement within the portfolio of the Vice President, External Relations since March 2013. Deb has held numerous senior management and leadership roles spanning provincial government, higher education and the not-for-profit sector with responsibilities ranging from policy development and federal/provincial relations to operations and stakeholder relations.
Deb was previously the Executive Director, Immigrant Integration Branch and WelcomeBC with the B.C. provincial government where she held responsibility for the design and implementation of settlement, integration and immigrant labour market services in B.C. These services were delivered by over 100 sector partners across the province. From 2003 to 2009, Deb was the Executive Director of Immigration Policy and Intergovernmental Relations, also with the B.C. provincial government, which included the negotiations of the 2004 and 2010 Canada British Columbia Immigration Agreements.
Deb came to B.C from Winnipeg in 2003, following four years as Director of Immigration Promotion and Recruitment with the Manitoba government where she led the development and implementation of the Manitoba Provincial Nominee Program, the first program of its kind in Canada. Prior to moving to the provincial government, Deb worked for nine years in immigrant and refugee settlement in Manitoba.
Looking to the future, Deb’s history and experience on matters of provincial immigration, provincial nominee programs, partnerships and stakeholder engagement will help the organization as it continues to evolve and deliver solutions for B.C.’s labour market.

The Regulation c. 37 for the Provincial Immigration Programs Act (PIPA) came into effect on February 1, 2017. The Regulation was signed by an Order-in-Council and governs the delivery of the BC Provincial Nominee Program (BC PNP). The BC PNP is the Province’s only direct economic immigration tool for bringing in new British Columbians. B.C.’s quota of BC PNP nominations is set by the federal government.

Provincial Immigration Programs Act
The BC Provincial Nominee Program (BC PNP) is pleased to announce that the Provincial Immigration Programs Act and its corresponding regulations will be brought into force on February 1st, 2017. The Act will enable B.C. to meet its economic development priorities by providing a legislative framework to select newcomers through the BC PNP.
